The vertical blinds fell down. The screws that hold the valance on came out of the wall

They sell plastic anchors that go into the wall.
To these, you screw in the valance support.

Generally, you can buy these in a small bag (Lowe's, Home Depot) containing both the anchor and appropriately sized screw.

You'll normally drill the recommended diameter hole in wall to accept anchor (spec's on/in pkg), then hammer anchor into wall.

This/these anchor(s) accept the screws which will then support the valance.

A "quick and dirty" method is just replacing older screws with longer and/or wider screws.
