It dosent really mater if it is semi-formal. If it is more formal, you should get a long dress. But i personally prefer short dresses. Jessica McClintock sells really cute ball dresses (short or long, either one you choose).

The thing is you don't want it to short or too long it probaly be ok just above your knees but whatever you find comfortable and stylish wear that it doesn't always matter what other people think whatever you find best :)

get a long one without sleeves but with a wrap that matches. short dresses are for warmer weather.

I would think long, but it depends on the culture of the sponsor of the ball (is it a school, sorority, country club...?).
