I have no idea to which film you are refering to, as it's a pretty common expression. I think it alludes to even though a person can be wrong 99% of the time sometimes they will be correct.
But that dosen't make the 99% of what they said suddenly correct.

Probably several films in the course of history. My understanding is that no one is completely, 100% always wrong. Even the stopped clock. But in fact, some clocks are always wrong; they are consistently wrong many times. So the analogy must be understood to refer specifically to a STOPPED clock, which is, after all, right twice a day.
