It has 3000 actual miles on it and it has never seen snow or rain. It has a 305 motor.

First of all, don't go to kbb.com. They don't have any appraisals past '87 which wouldn't matter anyways. Your car is almost brand new with only 3000 miles on it and any stupid book won't add any true value for that. kbb isn't really a good guide for any cars......but certainly useless if your car is over 5 yrs old. Your car is worth alot more money than any other 1976 Monte Carlo out there. I am a car dealer and have sold over 400 cars on eBay and I can tell you that I have sold a 1973 Chevelle (which is similar in value because it wasn't one of the better Chevelle years.....more like a Malibu) on eBay. It brought $4200 with miles over 100K. Your car should do at LEAST $5000, but there is a possibility of it bringing more. I would be a wholesale buyer on your car which is going to be about $4000. Have all the documentation ready to prove the miles and this car will do great!!

$4000 is a fair price for the Monte Carlo, and a fender would be fairly easy to find.

Does this car run / turn over if it won't start ? What shape is the paint in? Was it garaged all this time or left outside? Options: air,auto or stick,pwr wdws and locks,pwr seats? AM FM stereo with cassette? Color of exterior / interior (black, white or red exterior adds value) I have dealt with low low mi cars and they needed more rebuilding than one with 100,000 + mi on them . if its in absolute excellent condition,,it will bring around 4 grand right now,,but i mean it has to be perfect,i seen one a while back bring 3500 and it was a nice southern car,,with no rust,,and had 58 thousand miles on it,,i come close to buying it myself,,but it will bring a lot to the right person,,good luck hope this help,s.
