West Virginia, created by moral choice

*On this date in 1861, the state of West Virginia was created. This was due to the issue of slavery and with the approach of the Civil War.

Abraham Lincoln was elected president a year earlier with virtually no support from the South. His election resulted in the country's southernmost states leaving the Union. On April 17, 1861, days after Lincoln's order to seize Fort Sumter in South Carolina, a convention of Virginians voted to submit a secession bill to the people. Led by Clarksburg Virginias. John S. Carlile (shown), western delegates marched out of the Secession Convention, vowing to form a state government loyal to the Union.

Many of these delegates gathered in Clarksburg calling for a pro-Union convention, which met in Wheeling on May 13. Ten days later a majority of Virginia voters approved the Ordinance of Secession. Following a Union victory at the Battle of Philippi and the subsequent occupation of northwestern Virginia by General George B. McClellan, the Second Wheeling Convention met between June 11 and June 25, 1861. Delegates formed the Restored, or Reorganized, Government of Virginia, and chose Francis H. Pierpont as governor. President Lincoln recognized the Restored Government as the legitimate government of Virginia. John Carlile and Waitman T. Willey became United States Senators and Jacob B. Blair, William G. Brown, and Kellian V. Whaley became Congressmen representing pro-Union Virginia.

On October 24th of that year residents of thirty-nine counties in western Virginia approved the formation of a new Unionist state. The accuracy of these election results has been questioned, since Union troops were camped out at many of the polls to prevent Confederate sympathizers from voting. At the Constitutional Convention, which met in Wheeling from November 1861 to February 1862, delegates selected the counties for inclusion in the new state of West Virginia. From the initial list, Confederate troops and a large number of local Confederate sympathizers excluded most of the counties in the Shenandoah Valley due to their control. In the end, fifty counties were selected (all of present-day West Virginia's counties except Mineral, Grant, Lincoln, Summers, and Mingo, which were formed after statehood). "

This might be another (but Dakota wasn't a state but a territory):
"North Dakota and South Dakota Were Admitted to the Union
November 2, 1889
After controversy over the location of a capital, the Dakota Territory was split in two and divided into North and South in 1889. Later that year, on November 2, North Dakota and South Dakota were admitted to the Union as the 39th and 40th states. This vast territory was one of the last American regions to be settled."

But Maine was a state that split:

"After Maine split off from Massachusetts in 1820, it used this method through the election of 1828, then abandoned it for 144 years before returning to it for the election of 1972."

A constitution was adopted by the people of Maine at town meetings on December 6, 1819. On February 25, 1820 the Massachusetts legislature formed the District of Maine in preparation for Congress to admit the State of Maine to the union, which it did on March 3, 1820."

West Virginia was formed out of Virginia at the time of the Civil War when WV area was anti-slavery.
Several states were divided off while others were territories, but I think Maine was separated from Massachusetts while it was a state.
