It's just an English expression. You hear it mainly in the north of England (and it's not an upper class thing at all). It's just another way of saying "ta-ta" (which is an equally ridiculous thing).

It comes from an old song that goes

"Ta Ra A-Bumps-A-Day"

That's why they say it.
