Antartica, The Arctic, Alaska, Northern Canada, Southern New Zealand, northern Canada, Scotland is pretty cold, Greenland, Iceland can be, Finland, Lapland, Sweden...
It depends on what your definition of cold is. If you live on teh equator you'd probably think of the UK having a cold climate. If you live in Alaska you probably would only consider somewhere closer to the pole cold.

The further you get from the equator (or the closer to the poles) the cooler the temperatures you have. Russia and the Scandinavian countries all have large amounts of land above the Arctic circle. Canada and Alaska as well. Antarctica is very cold. Parts of Argentina (the Tierra del Fuego) get very close to Antarctica. One of the exceptions to this rule is Nepal, which is not far from the equator but is very mountainous and get some very cold weather. Hope this helps.
