No. Closing some of the running programs or removing them from startup will free up ram. It is impossible to free up *all* the ram, though, some will be taken up by the operating system. If you think you need 512 because a game or other software program says it requires 512MB, you don't need to free any up. When they list system requirements it takes into account that not all of the ram will be available.

Actually deleting programs from your hard drive only effects your hard drive space. It doesn't necessarily have any effect on your Random Access Memory (RAM). You need RAM to operate those programs.
Your best option is to buy more RAM chips for your computer. You will find that your computer will operate a lot better and faster with more RAM added. I'm kind of surprised that you can get anything to run with just 508 Megs now days. It seems like now you need at least 512 MB or more just to run the Operating System.

ITs very rare when you'll get a RAM of 512MB which will have exactly 512MB on it. This problem is with all RAM modules, even with hard drives. A hard drive of 80 or 120 or whatever size in GB wont really total to that amount when you will see it in your disk manager.
You dont need to worry abt 4 MB less of your RAM coz its nevertheless a 512MB RAM and it works as good also.

Your amount of RAM never changes; it is determined when you purchase your system. Deleting programs may free up some of that RAM so more is available but the total RAM amount itself will not increase.

Shutting down RUNNING programs will free up RAM. There is no need to delete programs off your hard drive to free up ram...
well...except that if your hard drive is full or nearly full there may be some issues with Virtual Memory...but I don't think that effects free RAM.....

Ram is the amount used to run programs. turning off programs in the background will help. It will not give you more total ram but will make programs run fasted and smoother. I use ram boost to speed up games and photo programs.
