It's an act. There is no-one called Barry Scott (in the advert, anyway), it's an actor playing it for comic effect.
Do a google on Barry Scott, I think he's got his own website or blog.

Oh I know! I have to turn it over when that advert comes on.... I wouldn't buy the product just because I feel like he's shouting at me.. or treating me like I'm stupid...
