Heres how I do that on Internet Explorer (if you using Firefox, might be the same). What you have to remember, is that Windows remembers the size of the last web browser you had open. So to do this, close out all other browsers first and open only one browser.

First drag the window to the upper left corner and try to line up where a maximized window would start at. Next move mouse to bottom right corner of browser until you see the mouse cursor turn into a double arrow. Now resize the bottom right corner so it reaches the bottom left of windows. So now you should have a non-maximized web browser that practically already looks full size. Ok Now Exit the web browser. Now open a web browser. At this point, Windows should have remembered the position and have reopened into non-maximized mode, but still full size, like you just resized it.

Now hit your maximized button (make sure you still are only using 1 web browser, if you have more than one open, then it won't work). Now after you maximize it, close the browser again so it will be remembered. Now open the browser again and it should start up maximized. Even if the maximized position gets forgotten or lost down the road, at least it will still open up in full size, non-maximized mode.

Down the road, things as javascript on certain peoples web pages, can force a resize of the browser. If thats the last browser you close, then its gonna remember that. To minimize the amount of times down the road you have to repeat the steps, just try to make sure all regular web browsers (I know you can't maximize some pop up screens) are maximized when you exit it.

Have only one browser page open. With your mouse, drag each corner of that page to the edge of your monitor Then click File>>Close.

Now open up a new browser page.
