I lived in OKC back in 2003 & remember getting 4 new tires super cheap at this place in the west metro. I remember it was on Reno, somewhere between MacArthur & Council, I think.
Sorry, I can't remember the name of it, but if you search on yahoo for tires, "reno ave", "oklahoma city", it will give you a bunch of busniesses in that area that sell tires and I know there is a super cheap place there.

there is a tire and rim place on i-40 , east of i-35. it`s on the south side of the interstate around the 154 mile marker. sorry i can`t remember the name of the place tho. i was thinking that it is a rent to own place. but could be wrong.
