Why can't i delete drivers...

That's what i want.. In macos x , delteing drivers doesn't cause much of a problem unless it's something the computer always needs like graphics extensions...

Some guy in the internet wrote that he found a way do this cause he had a niece and he also didn't want her messing around with the internet

he said "i found a setting in the BIOS for the wireless and disabled it, then passworded the BIOS."

How can i do this myself? Where are the BIOS settings?

I wouldn't advise you tampering w/any drivers of any sort on XP unless you want to encounter the Blue Screen Of Death w/error messages. Your best bet is too set up some type of password system.
