Many westerners wear Indian dresses. Sarees and Salwar-Kameez and churidars. Some blend in with the local population and some do not.
If the lady wants to wear Indian clothes and be less noticeable and more Indian, then she should wear clothes which are in fashion and well fitting.Colours which are not loud and guawdy.
I have seen a western lady wearing salwars that are too high and kameez that is too loose and a silk dress dark maroon with zardozi embroidery in the afternoon. Such dresses are too loud and will defintely stand out.
The material and the colour should be chosen with care, suitable for the time, age and occasion. The dress should be stitched well and the colour should blend with the other people's dress.
The accessories, like bracelets and rings and bangles, should also be subtle and simple.
She can ask some local friends to help her and I am sure that there will be many to help her.

If she likes the look or is trying to fit in, then she should dress as the custom is where she is living if it is a help to her being accepted. Many missionaries do this successfully.
What do I think? Indian clothing can be very beautiful. She needs to decide what she likes. If she is getting a lot of flak and doesn't like it, she may have to rethink her dress. She could wear their fabrics but make clothes that are more Western. You can always find ways of getting the look you want, making it yours, and carrying it off. She may have to be creative.
If her hair is dark and her skin is tanned, she may not draw as much attention. She should look closely at how the Indian ladies do their makeup and hair and copy them. If she is very fair and does not want to change her look completely, she could still benefit from doing her makeup like theirs.
It would help if we had more information.

They say that imitation is the sincerest form of flattery, and I think the citizens of India wouldn't look at you twice in a negative sense for dressing in their clothing. I'm sure many westerners do this when traveling to other countries with different attire. It's fun and sometimes an interesting way to experience another aspect of a country's culture. That would be about as far as I would go though in trying not to stand out. What I mean is, if you're naturally fair skinned and light haired, I wouldn't go trying to tan for days on end and dying your hair dark just to blend in. (those are just examples) It typically looks fake, and then you really will have the Indians looking at you funny. Just wear the clothes and don't worry about trying to blend in otherwise. It's not like you're going to be the only foreigner in India.

well if u see a common Indian woman she is either wearing a churidar(ie the long top/kurta with a pyjama/bottom) or a saree. for a non Asian/Indian sarees are a hassle so they can stick to churidars.. wear ones which are well fitted. i c lots of foreigners wearing those but usually they are too loose, and the bra peeping frm here and there, that is a no no completely. be mindful that nothing shows.. if ur white you can go for any colours nothing loud, wear synthetic materials since easier to wash and handle than cotton. silks look great. instead of buying frm street go to a good store and ask the counter girls to select the right pattern and type for u. lastly i would say is tat india is an open country and u can wear wat u like.. its ur wish. i wear anything frm jeans, skirts, tees, sarees, churidars watever.. no1 bothers anymore, so dont worry abt it:-) take care.. and b mindful of the men in india!!

An Indian dress in India or anywhere and worn by anyone looks nice if one wears it properly with due respect to the dress.

I find it quite acceptable. Sonia Gandhi, for example, though Italian, looks very nice in a sari. I can't imagine her in Western dress. She went out of her way to "become Indian", and I think she's succeeded very well.
