Windows XP doesn't have a file per se.
It's actually based on your browser where in xp your temporary internet files are stored.
If you use IE then you can access it by going to History, and the files are stored in a folder called history which is found (assuming your windows install is on your c:\ drive)
"c:\documents and settings\\Local Settings\Temporary Internet Files"
If you use Firefox or a Mozilla based browser these files are stored at;
C:\Documents and Settings\\Local Settings\Application Data\Mozilla\Firefox\Profiles\
Where is your windows username.
If you're looking for the IE history files they are stored in;
c:\documents & settings\\Local Settings\History\

The index.dat files. Yes, they can be read but off the top of my head I don't know how. Some software programs can do that for you but you'll have to Google for their names.
