I copied and pasted this from an answer a couple weeks ago...

I actually don't wear eyeliner, I use black eye shadow and take a wet brush to make a thin line below two thirds the way over and then above. I think The secret is to blend it in well with your other colors on your eye. I use black eyeshadow- it's black, but not over powering, a subtle black. That is why I like it.
additionally, You can wet the black eye shadow with a small make-up brush and dab the brush down into your lashes on top for a more depth look with out an obvious eyeliner look.

There are many types of eyeliners. You didn't indicate as to which you use. If you use a liquid eyeliner it is best to get one that has a thin brush. Because eyeliner should never look too thick and dark, a soft brown is a nice shade to go with (even if you are brunette). Start at the inside corner of your eye using just the tip of the brush. As you bring the brush up be sure to stay close to the base of your eyelashes. Gradually push down on the brush lightly as you work your way toward the center of your eyelid. This will gradually widen the eyeliner line. Bring this line all the way to the outer corner of the eye where your eyelashes end, or you may go slightly beyond this point and bring the brush in a slightly upward motion making a little point (Sophia Lauren wears her eyeliner this way, and also Anne Margaret...and some others...I do too). Practice makes perfect. If you prefer, you may also try a eyeliner pencil (in a soft shade) or you can buy a good eyeliner brush and cake eyeliner. You'll get better at it as you keep trying. If you know someone who wears it, ask them to give you a demonstration. Also, it may be helpful to buy a beauty magazine that offers makeup tips. Have fun!

With your nondominant hand, pull the corner of your eye out (stretch the lid flat). Look up/roll your eyes a bit, because that helps even more. Try to get it as close to the edge as possible. Follow the natural curve of your eyes -- don't make round circles! In the beginning, make sure you do really thin applications. There's nothing tackier than inexperience pasting your eyeliner on, yay!

The idea, as far as I've been able to grok it, is to make your lashes look fuller, darker, & more (which enhances the shape & prominence of your eyes). I practiced my eyeliner look by applying a heavy coating of mascara to the very bottom of my lashes (be careful not to get it in your eye! ouch). That will help you see, in my opinion at least, what you should be aiming for in imitation on your eyeliner. For years, I used that trick instead of applying actual liner (age 12-16ish).

Only line your bottom lid in the evenings/at night (it's a night or "club" look, like dark eyeshadow & veryred lipstick). Once you get the idea of the top lid, the bottom should be easier to do. I'd apply it slightly thinner here than up top; it makes your eyes look larger the less (or the none!) you have on your bottom lids.

Don't freak out if you open your eyes normally & find that you've got this huge black line floating about your eyelids! If I find that I've applied too much or too high, taking a q-tip, wetting it (with spit works), & brushing "down" as if I want to erase the eyeliner works well. It pushes the black where it should be, & it takes up the excess.

Make sure that you don't line on the inside of your lid. It may be tempting, but it can cause eruptions there (sometimes stys, but those, I think, are a form of herpes & can't be caused by dirt in the eye, can they?).

Practice practice practice! Take a girl friend home after school & set out with baby oil, q-tips, & lots of different sorts of eyeliners. Liquid, pencil, automatic -- figure out which one you like best! After you become a pro, then move up to school/daily wear & use your afternoons to immitate what you see actors & actresses wearing -- the more dramatic styles! Ask a good friend -- who'd tell you -- if it looks good. Then ask her mom. & ask your mom. Ask a teacher. Ask people who would 'get' the style you're trying to immitate without saying, "omg, you look like trash, don't wear eyeliner!"

Beware, q-tips can leave little threads in your eyes that hurt!

It goes on the skin between the outside of your eye and the inside. If you gently place your finger under your eye and then pull the layer of skin down, you can see where it goes. Apply from the inside to the outside. If you are using a pencil eyeliner, blow warm air onto it before hand to soften the makeup. Be very careful not to get any in your eye, but don't be nervous about it or you'll shake.
Good luck!

try using a pencil first and look in a mirror, try to look up. Put the pencil close to the eye and try to line the rim very slowly, try doing the bottom lid first. Then when your done with that do the same thing close to the eye but not poking it on the top lid, try not to blink the best you can. When you get the hang of it and want something that goes on easier then a pencil, try liquid eye liner. Hoped this helped!!

well liquid is harder than pencil both retractable and the kind you hafta sharpen...honestly in my opinion i think u should use liquid on top and pencil the kind you sharpen on the bottom
thins lines are always better
some ppl kind of stretch their upper eyelid out with their finger as they apply and typically u start from the inner top and work ur way to the outer top the bottom usually gets done after all ur eyelid make up but before mascara
i had to pratice
just pratice wen ur idlely sitting at home with nothing to do
before u know it ull be making thinner and thinner lines with a steady and steadier hand. oh and also ive heard its bad to pump the mascara or liner or anything in a tube wen i say pump i mean like back n forth
pls dont rush it takes time to learn

what I do, when I apply it to my lower lid I pull my lid down a little ( put your index finger below your lower lashes and pull down slightly) and fill it in around the lashes and right above the lashes. For the upper lid, I close my eye and pull the corner (not the nose side) and apply a thin layer above my eyelashes. Does that make sense? I think I confused myself...

the best thing if you're a righty, gently hold the side of your eye with your hand flat, gently pulling it to the side to keep your eye from fluttering. then in a slow line from the inside corner out draw right on your lash line. then hold your eyebrow with one hand and use the same motion for the bottom. use your lash line. then clean up any mistakes with a qtip
