Good for you for actually keeping the fish in something with a filter, your fish should thank you for that too.

If you can't turn the flow down try placing plants in front of the flow so it breaks the current.

Diffuse the outflow so it's not so strong in one direction. Some filters have adjustable outflow values (and sometimes raising the filter and/or lowering the water level will affect how strong the outflow is). You can build a cheap simple "diverter" using a plastic soda bottle (big enough so your filter fits inside), cut off the top where it starts to become a funnel, cut off the bottom, stick the filter inside (tape plastic bottle to filter) making sure outflow spout is inside the bottle. The water should come out and smash against the inside of the bottle causing the water to flow down and out the bottom of the bottle. You can even punch holes in the plastic bottle so water will diffuse even before it gets to the bottom. When the bottle gets dirty, recycle and make a new one.

Bettas don't need water filters. They are orginally in rice paddies with little oxygen and water movement. Any type of filter is probably too strong for them. You may get an exhausted dead fish in a week or so.
