I killed Zodiark thinking that's where you get it...nope, looked online, it says it's in the Henne Mines treasure chest, but uhhh...the chest is never there...anyone got an idea?

Well, you're both half right, but there is one in the Henne Mines as well......but is that working the same was as the Nabudis one?

In contrast to the last answer, people have reported getting the Zodiac Spear in the Henne Mines but the probability is very low. There is a 10% chance the chest appears, there is a 10% chance the object in the chest is an item and not gil, and finally there is a 10% chance that the item is the zodiac spear.
This effectively gives you a 1/1000 chance of getting the spear. Very low odds.
However, there is an apparent way to increase the odds to just 1/100 of a chance.
I once read that the very very first time you pass through the area in the mine where this chest appears, the chest is always present. If you leave the area and return at a later time, the chest now has a 10% chance of appearing.
So if its your first time through, you can supposedly run to the chest and open it. If its not the spear, reload and try again. Now that the chest is always there, your odds are 1/100 which is much more doable, but still very low.
If you need to know where the chest is, from the gate crystal, go one screen north and one screen east. Continue going as far east as possible. Just before the eastern most point, there is a passage going south. Take it. As you keep going south, the area will change from caves to hallways and stairs, and after you pass the hallway, you are back in a cave area. As soon as you are back in the cave area, look to your right as you move forward. The first alcove on your right that you encounter that doesn't show up on the mini-map is the section that contains the chest with the zodiac spear.
Of all the times I passed through this area, (I didn't know about the chest and the odds until after I visited this section I passed through), and I passed many times, this chest appeared only once. Needless to say, I got no spear.
One final note. If you have obtained a spear the easier way, by not opening the 4 chests, etc, the Henne Mines chest will supposedly never yeild a spear.

There are four treasure chests through the game that you cannot open if you want the Zodiac Spear. The 1st one is in Lowtown, by Old Dalan's place. The 2nd is in the Royal Palace, in the southeast corner of the cellers. The 3rd are any of the treasure chests in the Nalbina Dungeons Confiscatory (where you recover your equipment). Do not open any of them. The 4th is among the 16 chests in the eastern end of the Phon coast region. Don't open any of them. As long as you don't open any of these, the Zodiac Spear is in the Necrohol of Nabudis. Here is a map of the Necrohol of Nabudis (and it is a BAD place) at this site:

There is no Zodiac Spear in the Henne Mines. That was an error in the guide.

There are a few prerequisites to getting the spear
1st you have to have not opened 4 certain treasure chests in the game
2nd you have to go and get the treasure chest with it in it
If you cant find it im guessing you messed #1 up
