Technically, Peter Sutcliffe has been let out of prison. He has spent the last 23 years in a secure psychiatric unit at Broadmoor suffering from schizophrenia.
In the unlikely event that his mental state improved, he would return to prison. He has been set a whole-life tariff, and while technically he could be released if judged no longer to be a threat to society, I can't see any Home Secretary being willing to go down in history as releasing the Yorkshire Ripper.

The trial judge spoke of his belief that Sutcliffe was beyond redemption and hoped that he would never leave prison, and recommended that a minimum term of 30 years should be served before parole could be even considered. This recommendation meant that Sutcliffe was unlikely to be freed until at least 2011 and the age of 65.
4 years to go...
However...
After an attack by fellow inmate Ian Kay on 10 March 1997 with a pen, Sutcliffe lost vision in his left eye, and his right eye was severely damaged.
So - hopefully, if he does ever get out he won't be able to find anyone to kill!

Well I think he should stay in prison forever but I find him useful to use in debates in the religion room - did you know he heard the voice of Jesus telling him to kill those women?

You heard wrong. He will never be let out. I think you need to check your sources. It's like Myra Hindley and Ian Brady - the public outcry caused by releasing him would be massive and no government would risk this threat to their popularity.

He will never be freed as he's there at her Majesty's pleasure meaning it would take a brave Home Secretary to release him.
