Any well-respected school with a strong reputation for science. Undergraduate schools are not usually ranked by discipline, and pre-med is not really a subject matter anyway, so there is no official "best", but you would want to go somewhere respected by any university with a good medical school, which would mean top universities in general, and make sure you took a rigorous program of science courses there.

This is a hard question to answer becuase it's hard to determine the "best" because there are so many, and each program has their own high points, but I believe that UPenn has one of the best, but like many other peoples answers here, the answer is somewhat biased.

I can think of several who consider themselves best!
You can start with the Ivy Leagues and go from there...
