Because the way their digestive system works. Same was as camels and llamas. They are ruminents have have 4 chambered stomachs to help bread down the tough plant celluose. B/c of the effiency, they don't have much left afterwards, they used everything the could out of the matter. If they didn't have the ruminant stomach, their poop would probably look like horses- all full of parts of undigested hay and grain.
Cows are, I believe, the only exception to the round poop ruminent rule. I don't know if it is because of what we feed them or if it was somehow breed out of them- no clue on cows :)

Because goats tend to have a lot of fiber in their diet, which makes their poop dry. Then their colon works in a rhythmic way to push out the round pellets in an almost assembly line fashion. In some other animals and humans, the colon doesn't act that way; things move along at irregular speeds and the poop forms as it is produced.

Did you ever think that goats may like to play some round ball. Just like we play basketball, they play round ball. They just cannot go to store and by balls, so, they just make em. Then when the game is over, they can eat em.
