You have to have money when you go from anywher to anywhere!! If your question, on the other hand, is that whether you will be aksed to show money at the USA airport, the answer is NO. But that does not mean you will NOT be asked in the entry form to declare how much USA money you carry with you, and how you are going to support yourself while in the USA.

When you apply for your visa at the American Embassy in your country to go to USA, you will be asked to fill in the visa application how you are going to support yourself while in the USA. There you have to state how much you have and intend to take into the USA. Once you are in the USA, the entry form will ask you to state how much USA money you carry with you. This will have to tally with your original statement in the visa application form. If you say you do not have any money, naturally they will not let you in, because they don't want beggers!!!!

Dear asker.
When you travel from A to B, you MUST have money, credit cards, traveler checks & cash.
That is the policy of traveling. Not just because you need to eat, sleep and have fun.
You need extra emergency cash just in case if anything goes wrong.
You have always to be prepared for any crises that you may face when you travel to any strange country.
have a safe trip

You will need money, travellers cheques etc. to show immigration that you have enough to support yourself and wouldn't need to work there. Most of the times you will have to have proof of a hotel booking or something to show that you have a place to stay there aswell.

Ebby is correct. Also - there is no such thing as a "basic travel allowance" Also has nothing to do with the "USA" - it all over the world. Uzbekistan won't let you in with no means of support either.
