If you were going to makeover a tomboy into a girly girl, what things would you do?

I would add some jewelery, like some nice understated silver or gold earrings (hoops work well if they aren't too big). Also, eye makeup can completely transform someone. Add some pastel eye shadow (pastels go with any skin or eye colour), and some bold black eyeliner. Also, banish low ponytails--they only work if you're going for a preppy look and really know what you're doing. If you don't, they just look really frumpy.
Get some highlights to brighten up the hair, especially around the face, and maybe get a side bang cut. It also never hurts to get some layers cut, even if it's just a couple long ones. Also, add some nice, boldly coloured V-neck shirts to the wardrobe that fit well and aren't sloppy looking.
I don't know if this is for a friend but if she has short hair, get her to get some really good volumizing product. You can dress up short hair by adding cute clips and bobby pins.

cut and color hair if possible and fix up eye brows. those are things that type could normally use and also would have no problem maintaining.
a riskier option is to teach her how to apply make-up. that would be tough and she could screw it up badly which would defy the whole point of what you're doing.
finally, the most expensive option is to redo the wardrobe. since a complete closet is hard to fill, a good start would be to remove, discard, and/or incinerate her worst garments, outfits, or accessories. i.e. skull caps, flannel shirts, basketball sneaks, manly cut jeans... you get the picture. once you've ditched that stuff take her shopping and pick out some nice things she'll be comfortable in. with any hope the make over will stick and she'll slowly build up the rest of her wardrobe while phasing out the rest of her non-cute girl stuff.

I'd take it a little slow on jumping unto the world of high fashion.

Good starters would be: wearing eyeliner on the corners of your eyes (if you go all the way it DOES make your eyes look smaller) no need for eyeshadow yet. top off with mascara and lip gloss and your good to go!

for shoes, wear either pumas or ballet flats

for clothes, go with spagetti strapped tank tops with lace on the top and bottom and wear a smaller simple-print tee on top or a 4 button, button up shirt on top. Any jeans should do.

for jeweley, wear a long, thin neclace that coordinates with what your wearing and earrings to match!

for hair, try a shorter, more manageable cut that looks nice playing sports or just hanging out with the girls.

ok, i am a professional in this subject!
first of all, you need to convince this person that being a girl is soo fun.to do that take 2 pieces of paper, and write on them bad sides and good sides, you take one and she takes one and you both fill them in. then you show her your answers and explain to her why its better.
its better to do this with 2 girly girls...
then after that you make sure that she accepted, the first thing you have to do, is explains THE RULES!
what to do or what not to do! then start by make her apprieciate the girly side of her my putting a mask for the face. at first she has to feel good and comfortable, if not she will refuse to let you continue...
make her feel like a princess. after the mask, do her eyebrows, put on makeup, let her wear girly cloths(not tooo much!)...
the perfect way is to give her an egg and let her take care of it for one week, if she makes it, that means that she is a real girl. let her stop bad manners, like skate or roating or spitting...
let her flirt with boys, you show her the example first, remember all of this is new to her so don't, i repeat DON'T RUSH THINGS!
