Can you provide more information?

The key is that learner has to find the behavior involved in learning worthwhile. Is there a particular benefit that can be added to the subject matter, or pointed out? Are there rewards that can be delivered immediatley upon the act of studying?

Remind him/her of the reasons for learning. Usually it is because he/she is trying to better his/her life or his/her child's life. This is usually motivation enough. The more you learn the more options are open for him/her.
If that isn't enough usually praise works on all people. Everyone likes to be told he/she is doing a great job and be rewarded for effort.
