Even if I find out, how does a person get started with licences and all that stuff....

General rule is that California does not allow exotic pets. To get the special permits to have those pets, you might want to contact your local government office, likely county office, they can tell you what you need. Likely it is going to be a lot of fuss and hassle, along with insurance, required fencing, and other restrictions. Some pets that are considered exotic like ferrets, you cannot purchase in California but if you bring one in from out of state and you will not likely have any legal problems, but other animals the penalties and restrictions can be incredible.

what is allowed varies from state to state, so you will need to contact your local government. we called the city hall number in the government listings of the phone book and they were able to direct us to the right department. they also knew about permits. we are in florissant, missouri, and we wanted to make sure a rabbit was ok to have. turns out, it is not without a permit here! good luck and try this website, it is very informative.
