To Answer This Question You Have To Ask What Would Do If You Where Her?
Answer, Dororthy is about 11-12 years old and she has just been kidnapped by The Wicked Witch Of The West, odds are your not going to be thinking "Oh I'll Turn It Over",odds are your scared out of you mind and wont do anything.

Plus If she did that it would take away from the story and ruin it all together.

It's always easy to ask why someone didn't do something that might have logically worked (maybe), when you're not the one in the crisis.
Dorothy was young, terribly frightened, and not at all used to magic or the ways of witches. The Wicked Witch had just told her, "You see that? That's how much longer you've got to be alive.--And it isn't long, my little pretty, it isn't long!"
Dorothy had no way of knowing if the hourglass was just an hourglass, a magical killing device, or something that was booby-trapped to kill her if she tried to turn it. For that matter, neither do we.
Are you sure you would have turned it?

It wouldn't have mattered. The wicked witch would still have the power she had. Dorothy had the ability to get home, just had to come to that realization. Good triumphs over evil.

beacuse she is a kid and they love adventure and a challenge not a quick fix that lets be honest would have made a pretty crappy movie, anyway its all part of the story just go with it and let ur mind rest for a bit

I can't remember this scene that you mention.
I think this is the newer version then.
