My old Rover had 2 alarm problems.

1 If the battery was flat the key fob had to be "Bliped" 3 times.

2 Oftern the key fob did not have a new enough battery in it then the car would not register it properly.

Found out that the main reason for an alarm sounding is that the alarm sences changes in current. Let the alarm sound for its 30 seconds and then charge it for a bit. Blip the fob a few times and it should work.

Good Luck

You should have a key access code and this when used should allow the alarm to be cancelled and then you should eb able to start car once battery is charged.
Key access code is only available from dealers who can still gain Rover info or possibly in your handbook.
