I don't know, but he is a smoker, so it's possible. Randy is also a self-admitted marijuana user. He did an interview in WWE magazine last year and claims that is why he was suspended last year.
Randy's own words:
“My problems came to a head when I decided to smoke a joint and someone smelled it and stooged me off,” he tells the magazine. “You know who you are, so if you are reading this, thanks. But I’ve also had a few outbursts of anger on the road. I get loud and verbally abusive. But I’ve nipped that part of me in the bud.”
Check link below for proof that Randy smokes. I know of many fans who said they have seen Randy smoking outside of WWE events.

Probably, if he's somewhere he cant smoke.
I know that he smokes cigarettes.
I think thats why it bothers me that he has no edurance and goes for "rest holds" 2 minutes into a match
I'm a smoker but if my income depended on physical activity i'd quit.
