Don't they realize that the hispanic people that live there will flock to support a winner?

In a nutshell, the reasons why the two teams in Florida is so cheap:

Florida Marlins - Very contrictive stadium lease they have with Wayne Huizinga to use Pro Player stadium. They cannot get any of the Luxury Box suite money, etc al. As a result, it severely limits their revenue streams and therefore have little money to spend on player salarys.

In spite of that and the fact the team never fully recovered from the fire sale of the 97 World Series team, the Marlins have a lot of hope. They were still competitive with a team earning only $15 million in payroll last season.

Tampa Bay Devil Rays - Where to begin? This is a small market, low-revenue team stuck in a big money spending division (AL East). It is almost sadly hopeless that they do not have a prayer to compete with the Boston Red Sox and New York Yankees. They cannot even compete with the Blue Jays and the Orioles for 3rd and 4th in that division. Couple that with cheap ownership fielding bad teams year after year and the vicious cycle of fan apathy and low attendence. This is a team that pretty much was born under a bad sign.

Whenever you see teams that are'nt spending money on free agents and a high payroll it's because
A.they do not have a big T.V. contract becuase not enough people are watching the games and their TV rating is low.
B.there not drawing enough fans to the stadium to watch the game live(low attendence)
The reasons for this is becuase they are in small baseball market(small populous) and in Miami's case, it's a big city but a lot of them are hispanic and not yet interested in baseball plus both need new stadiums. Remember it's a business and the bottom line is still to turn profits, when profits soar then your team will reflect your profit margin. The Yankkees success is because of there TV deal which is a billion dollar TV deal and they draw 4 million a year to Yankee Stadium.

Since the inception of both the Marlins and Devil Rays, their respective fans only flock to see winners. Ownership wants to move and/or contract the teams, so they will continue to spend less to gain a moveto a bigger/lucurative market.
