Yes, you will still be able to play just the original without purchasing the expansion pack. The downside to that is that you won't be able to access any of the new zones or dungeons. From the official site: What content will be restricted to those without the expansion?
There will be a number of features in The Burning Crusade that will only be available to expansion owners. To name a few: the two new races, the ten new levels of experience (level 60-70), all of the new zones, and the new profession Jewelcrafting.

Yes you will be able to play and just like everyone has already stated... you wont be able to access any of the new lands/races/quests/etc.. but if you are like me...below level 60.. way below.. lol.. you will be just fine to wait for a little while before you get the expansion.. unless you are wanting to start over as a new race.. *i so wanna be a blood elf* /sigh LOL... anyway.. i don't plan on buying it for a little while. As I understand it, you can't go thru the portal until you are in the level 50's.. high 50's if i am right.. so just chill and enjoy your game until its a good time for you to expand :) "FOR THE HORDE" /waves to my fellow Agewynnianns.. LOL

You can play the original, you just won't have access to most of the new content and thus people will leave you behind a lot when you get to higher levels because they will head to lands that don't exist in the basic version.

you can play the orig, but you'll be a lvl 60 twink forever! lol, the only things you won't be able to do is lvl past 60 and go to anything that has to do with Outland. oh and u can't roll blood elf/darine (however thats spelt.)

you can still use the items in jewelcrafting you just can't make them yourself
