I have a question about interesting accessories on the outside of houses in my neighbourhood...?

I live in a city in Atlantic Canada, and our neighbourhood was built during the mid to late 1950s. It is made up of primarily bungalows. Lately I've noticed that a lot of the houses in our neighbourhood have a small orange light accompanied by what appears to be a megaphone in the front of the house. They are usually placed under the lip of the roof, somewhere near either the front door or garage. The orange light is similar to the kind of light you might see on a boat or motorcycle, a small orange circular piece of plastic, not a normal outdoor house light. I'm wondering what these are. Romantically I like to think that they have something to do with the Cold War. Could they have anything to do with air raids or bomb shelters? This kind of thing is very interesting to me, so I'd love to hear your answers.

Could be the new alarm system currently in use with taxis and some homes. In theory, if you see it flashing, you call 911.
