It's kind of hard to compare because yes, Australia is considered to be a continent but let's not forget that it is only a country as well.
But if I have to pick, I'd say Asia is more urbanized because there are many big cities in Asia, such as Tokyo, Osaka, Hong Kong, Taipei, Shanghai, Beijing, Seoul, Kuala Lumpur, Bangkok, etc. Oh and there's Singapore. There may be a lot of undeveloped and rural areas in Asia (certain parts of China, Indonesia and India), but I believe Asia is still more urbanized than Australia because the Australia Outback is quite empty too. I can only come up with a few populous cities in Australia (Sydney, Brisbane, Perth, Adelaide etc.)
Like I hate you all said, 90% of Australian population lives in urban areas. But urban areas of Australia are concentrated along the southeastern coast. I don't think Australia should be considered the most urbanized out of the three if the majority of land (Australian outback) is unoccupied.

In Australia about 90% of the population lives in cities so it would be Australia.
