None that I'm aware of.

If you're using a single computer your best bet would be a copy of Net Nanny or Cyber Patrol. They're not foolproof but they do do a pretty good job.

If you're protecting a larger network and have a spare PC that isn't being used for anything else, check out IPCop at http://www.ipcop.org It's a free, open-source firewall. Then add the Cop+ add-on to it to control internet access.

Are you talking about all internet access, or just other people logging in? Maybe making it kid safe? If you want your computer to be totally safe, the best bet is just don't put it online at all.
