It means nothing, its an arbitrary number picked by Tom and Mark back when they were called simply "Blink". Some British or Irish techno band had the same name (and had it longer) and they threatened to sue if they didn't change the name. Hence the addition of 182.

Originally, the band's official name was "Blink", however, the numerical three digit suffix was appended early in their career following an objection from an Irish band with the same name. Shortly after the release of Cheshire Cat, Blink was threatened with legal action by a pop band in Ireland of the same name. In order to avoid a dispute, Blink appended "182" to the end of their name. The band has cited a variety of reasons for ultimately choosing 182, with some of the more common explanations being the number of times Tony Montana utters the word "****" in Scarface, references to the 1985 Timothy Hutton film, Turk 182!, the band's ideal weight and the number of miles Hoppus had to drive to visit his girlfriend

Nothing, they were called blink, and they got in trouble with a irish band called the same way, so the just added the 182. others say its the number of swear words in some movies but i think its not true.
extract form a wikipedia article:
"Shortly after the release of Cheshire Cat, Blink was threatened with legal action by a pop band in Ireland of the same name. In order to avoid a lengthy lawsuit, Blink appended "-182" to the end of their name. There are several rumours as to why these numbers were ultimately chosen, such as their correspondence to the number of times Al Pacino utters the word "****" in Scarface, the 1985 Timothy Hutton film, Turk 182!, their representation of Hoppus' ideal weight, or that they represent the position in the alphabet of the letters 'R' and 'B,' referring to the northern San Diego suburb of Rancho Bernardo. However, the band members have dismissed such claims and maintain that the numbers were picked at random. However, in one interview, Barker stated that the "182" was the U.S. radio code meaning 'homicide' (apparently confusing "182," the radio code for conspiracy, with "187"). During the pop punk boom of the 1990s, blink-182 was signed by MCA in 1996 which later became Geffen Records."
hope it helps

blink-182 was a pop punk band formed in 1992 by Mark Hoppus (vocals and bass), Tom DeLonge (vocals and guitar) and Scott Raynor (drums) in Poway, California, a northern suburb of San Diego. Originally, the band's official name was "Blink", however, the numerical three digit suffix was appended early in their career following an objection from an Irish band with the same name. Travis Barker replaced Raynor on drums in 1998, due to Raynor having family difficulties, midway through a U.S. tour. The group went on indefinite hiatus in early 2005 and the possibility of a reunion has neither been officially confirmed nor denied. DeLonge went on to form Angels and Airwaves while Hoppus and Barker spawned +44.

It started out their band's name was Blink. Then some band in Ireland had the same name and threatened to sue. So they chose 182 at random. Some people say "182" is how many times Al Pacino says the F word in Scarface or how many times they'd collectively had sex, but the band says it was just a random number.
