Its not the lowest but in Pittsburgh the Cost of Living is Very Very low. The fact that its a city and the living is so Cheap you can make a decent living there.

I am guessing in general it is in the middle of Iowa or Nebraska, anywhere that farming is not making a living.
I also think that acreage in the Rocky Flats near Denver, particularly downwind from the nuclear dump sites, are a real giveaway nowadays

Probably in Alaska.
The cost of living is great. There are no property taxes where I live, and fishing and hunting help with the food bills.
We have no state income tax or borough taxes either.
Cord wood is cheap, usually free for the taking of $50. a cord for butt ends, we have a well so no bill there.
I pay for phone and electric. That's it.
Go to Google and look up Tok Alaska Winter Cabin...
O, and we get money called the PFD every year too

I'm not positive, but I hear that the land in the surrounding states that was wiped out by hurricane Katrina is real inexpensive. Not a joke, I have family in those states.

Tennessee is pretty cheap, so is Kentucky, So is Alabama. These states are really cheap if you are looking for a lot of land at once, like 10 or more acres.
