I have a 1999 Honda Accord. Runs fine except it is hard to start when it is cold. It will start to turn over- but it won't "catch". Even after changing the battery (it was old and didn't have enough charge) the problem perisists. Car starts fine when it is above 0 celcius. Car does run a bit choppy untill it warms up (whether it is cold of not).
Any suggestion what it could be?

Have you used a gasline antifreeze? Could be moisture in your fuel system freezing at below zero degrees, and causing problems.
Depending on where you live, your car may be equipped with an engine block heater. Check your car owner's manual to see if you have one. I plug my car in all the time in the winter to keep the engine(and oil) warm to aid in starting.

check your battery connections (black and red things that attach to the post), spark plugs and wires too. switching to a lighter weight oil during winter helps, also.
also, the battery that you bought may not have enough charge, though it's new. you may need a more expensive battery that is designed specifically for cold starts.
these are things that you can do yourself for little cost.
