Indonesia and Ghana (both at about 9200 / US$1 at the moment) would be good candidates.
Zimbabwe, which suffers from rampant inflation, recently remonetized (The old Zimbabwe dollar was about 100,000 to the US $1. The new Zimbabwe dollar is worth 1000 old Zimbabwe dollars, and as of 12 January 2007, is about 3000 to US$1, but it is falling fast)
The Turkish Lira was about 1,400,000 to the dollar when they remonetized in early 2005. 1 new lira equals 1,000,000 old lira, which is about US$0.65 at the moment.
