I can't see a real solution other than 0 because x + 4 - x = ? combine like terms x - x = 0 leaving only 4 if that is the answer then 4 is the perimeter of the rectangle. But the equation is not really balanced so there is no real solution.

The perimeter of a rectangle is all of it's sides added together, so...
P = x + x + (4-x) + (4-x)
Add similar terms together...
P = 2x + 2(4-x)
Multiply out brackets...
P = 2x + (8-2x)
Expand brackets...
P = 2x + 8 - 2x
P = 8
You don't specify units, so just leave it as 8 units long.
