Nope, if it is, it's probably not a very big one. It's a song, I know that, but I don't know of any programs called hello hello hello

A long time ago there was a British radio programme called "Take it from here". It took a certain format, one predictable scene being a canoodling between two sweethearts called Ron and Eth which was invariably interrupted by the words "Hello hello hello!" coming from Ron's father, Mr Glum, as he burst in upon them.

There was, much later, a TV programme set in wartime France called "Allo, allo".

A comedy programme yes and its called Allo,allo its about the French resistance during the 2nd world war. Hello,hello,hello is what a policeman says

There was a TV programme called 'Allo 'Allo. It is a WWII comedy that spoofed the TV dramas about the war effort. Set in France it's about the french resistance.

Not sure about a program, but it is an expression/idiom that is usually attributed to English policemen, as they happen upon strange occurrences, or a new clue.
