Check out the care sheets at http://www.austinsturtlepage.com or http://www.russiantortoise.org

Double check the basic cares and make sure things are warm enough and the right foods are being offered. Also check humidity, lighting, substrates, etc.

First thing i would do is make sure the heat is up. When a tourtose isnt active that means he may not be warm enough. They need heat to digest utilize energy from food. So turn that up. 2nd he could be impacted what type of substrate do you use? i would recomend pellets. If all else fails contact a vet and see if they will look at him/her what ever you do it wouldnt be a bad idead to hurry.

I WOULD CHECK TO SEE WHAT KIND OF FOOD THAT THEY CAN EAT, I KNOW THEY CAN'T HAVE SPINACH OR REGULAR SALAD. AND KEEP IT WARM IN THE CAGE, IN THE WINTER TIME THEY ARE NOT ACTIVE AT ALL THEY SLEEP ALL THE TIME, I HAD A BOX TURTLE AND THATS WHAT HE DID. USE PELLETS. AND KEEP IT CLEAN CHANGE EVERY WEEK.

As stated, check the heat. I'm assuming you have a UVB/UVA light for him as well. What are you feeding him? Perhaps he is hibernating?
