i'm a parolee and forced to pay for extra classes and if i don't pay i'm told i will be violated

You don't need to sue the state, you are already in a law suit, use the same case no. and file a Motion To Reconsider Probation Conditions. Explain your financial situation, proof of wages, bills, etc., with the motion. If nothing else ask for additional time to pay, or take the classes over extended time, etc. If you don't ask, you'll never get it. But work with the system since you are already in it; don't sue in your parolee status, it will only hurt you. Check the self help web site on how to file a motion.

You can't sue a state, you have to sue the state agent or legal entity that is doing the alleged wrong to you. I suspect the terms of your parole require you to do whatever your PO says you are to do (as long as it's legal), so you won't get too far with your claim.
