Is it a myth, or is it really possible to make an explosive from the right combination of sugar and salt, with an electric charge? I heard the IRA know how to do this. If it possible does anyone know the right percentage of each compound?

Not without a detonator of some sort (and forget the salt (unless it's KClO3)).

It is not possible.
A neat science demo can be done with sugar and H2SO4.
You can make explosives from bird guano. Its the nitrates.

it's a load of b.s. Here is what you can do though:
combing a cup of sugar and a cup of salt in a bowl. Throw said bowl into the air, and watch the savory sweet mess fall to the ground in a glorious powder coating... WEEE

Of course is possible. The only thing they forgot is to tell what for salt they used. if it was potassium chlorate or nitrate mixed with sugar, for sure it would explode
