I know it is explained in Son of a witch, which I can't get my hands on...so an answer from either novel would suffice (just not one from the musical:))

I haven't gotten to that part in Son of a Witch yet, but in Wicked the Scarecrow is always the scarecrow. When Dorothy and her gang approach Kiamo Ko (the Witch's Castle), Elphaba (the witch) sees them and thinks the scarecrow looks familiar...kind of incinuating that he reminds her of Fiyero, but it never says it straight out. He only reminds her of Fiyero, he isn't actually Fiyero.

Fiyero being the Scarecrow was developed by Winnie Holzman in the book of the musical for Wicked: The Musical.
