In attempt to answer your question, I'm assuming that your First Language is not English.

It is perfectly alright to 'wave at any person,' whether you know them or not. It is also perfect acceptable for that person to look at you as if you are likely crazy and to want to perhaps put some distance between themselves and you.

If you or any one has a legitimate reason for waving your hands or fingers at someone, or signalling that you want them to come closer, then it's reason enough. But if your reason is then considered inadequate, you are likely to be shunned after a few words of irritation expressed at your person..

As for what does any other signal signify...! It depends on the signal and the circumstances of the time and place.

Sash.

I used to live in Michigan. I moved to the south and people down here wave to everyone, whether they know them or not. It is a way of acknowledging they are there and being pleasant. People that don't wave are considered snobby. Waving is the most benign form of greeting. It means nothing but I see you there, hello.

come here signal means to go to her obviously. I don't think you need me to tell you that. "in front"??
I'm not sure what you mean by that.

I think it depends on how many times you've seen her, and whether you've made eye contact before, whether or not it's okay to wave at her. If she'd definitely recognise you, sure it's fine. But maybe it's best to try a smile first.

She's saying come here. It could also mean come here..."hey your fly is open". Or come here..".I'd like you to buy me a drink". The only real way to know....go talk to her.
