Child support is based on how much you are capable of earning. It is this way to discourage non custodial parents from quitting jobs to avoid financial responsibility for their children. If you was bringing in 40 k when you became a parent and support was based on that, if you lose that job and now you are making 10k...you may want to look for a better job, because in theory you can end up owing more than you make.
