It is a system sound for an event. Go to control panel -> Sounds and Audio Devices -> Sound Tab. It is one of the events with a loud speaker symbol in front of it. It is most likely a pop up blocker event.

I have a Dell 1200 Inspiron laptop computer, and it does exactly what you discribe. It is just part of the audio added into the starting program.

Have you got, say, an instant messenger such as Yahoo or AIM running in the background? I understand sound noises can be made with these two IM's.

It is probably the program in your computer. You can change your sounds. Just go into sounds and change it if you want to.
