You don't have to use your fingertips in a strict sense, if the ball touches the middle part of your fingers or even your palm you will not be a bad dribbler. It's just that your fingertips have a lot more nerve endings in them than other parts of your hand, making them more sensitive to touch, therefore you have a lot more "feel" with them when dribbling.
