If as a child, if he/she had to go through shocking events such as verbal abuse, physical abuse, sexual abuse, does it result in his/her brain to not develop fully and result in him/her becoming a late bloomer?

In my experience, a bad childhood can cause some people to be "late-bloomers". They spend most of their time and energy trying to either cope with or push down their feelings than those with a "normal" childhood. But, it has nothing to do with the person's brain, it's just their emotions.

I have met some very intelligent people who have some deep emotional issues caused by a bad childhood. They don't always show their intelligence, usually due to lack of confidence in themselves.

However, I cannot say that there are not people who have/had issues developing due to a bad childhood. My guess would be that this is not a physical issue as much as an emotional one. Ignorance is bliss, and for one who has been through much trauma, that ignorance may be their biggest comfort.

Actually yes.
I read an article on it last year. I'm evidence of it too. I'm 15 and I'm a late bloomer. I wasn't abused or anything but my parents got divorced when I was twelve and that was pretty traumatic. It doesn't sound that bad but it definitely had its effects.

there are a lot of theories in psychology about child development - how experiences during childhood affect the person when he grows up. but we, as human beings, have choices - it's either we choose to blame the past for what we are now or choose to live life as a better person ---- a person who have good outlook about life because of a good and a not-so-good past. because we are our own choices...

Yes, this can be true.And the later it is, the worse it is, because many years go by being unfullfilled, and there can be regret.
