Here is an aftermarket heatsink/fan that should cool it down:http://www.newegg.com/Product/Product.asp?Item=N82E16835118116 but really 70C is nothing to worry about on a video card.

try bringing down the ambien temp. of the cpu interiors.also provide for good ventilation. a good way to do this is to study the airflow in the interior of the pc by letting smoke from a cigrette or incence stick inside the cpu& seeing where it goes. next attach strategically placed inlet & outlet fans to prevent air from stagnating in the cpu.this is a cost effective way as fans do not cost much. but if you are hell bent on a dedicated cooler for the GPU go to a computer hardware store

you may wanna try upgrading - a 7300LE not worth the headache or the money for an aftermarket cooler and it drains your ram (if its the turbocache one)
so get yourself a 7600GS or even GT if you want to spend $30 more - it doesnt need extra power connectors and it will kill your 7300LE -
