Nano technology is the technology of the very, very tiny. Little bitty machines made at the molecular level that can do amazing things. Sounds very science fiction, but I have been privileged to know some of the people who first worked with the concept at the University of Michigan School of Engineering in the early 1970s.
It is a concept, a technology, not a particular company or bureau of the government. There is no one "chief" in India or elsewhere. But wikipedia will give you some ideas of where to start. There really are things being done with machines too small to see with the naked eye. I'm serious.

nano tech is not name of a company its a modern tech so there is no chief and what is it its the capacity to have 10 power 9 transistors in a square centimeter in IT terms or size of 10 to the power of -9

The use of technology on an atomic scale. It isn't at its peak yet it will probably be another thirty years before we can count atoms and create circuits with them.
