Not necessarily....You can be bored, i.e. "nothing to do", or "not interested in doing anything right now", without being boring. You may be a very interesing person yourself, and if you're interested in sharing your knowledge with others, you can be quite the opposite of boring. You can be an awesome person in your own right. I think I am a boring person to most others. But I am never bored, EVER. I have so many things I can do to keep myself busy. In fact, I struggle with choosing what to do on any given day. 'Tis a good problem to have!

being bored, is something that u feel at the moment.
being boring is another thing. it's how people perceive another. like, for example, a TV show is boring when it doesn't satisfy the viewer's expectation for it to be entertaining.
bottomline is, all people who feel bored are not at all boring. they find something or someone, based on what truly interests them.
